Concern at Views Expressed by Commission Chairperson

The Irish College of Psychiatrists is concerned at comments attributed to the Chairperson of the Mental Health Commission in the medical press last July. Numerous representations of concern have been received from members of the profession in relation to these comments, especially with regard to the Commission's role in the prescription of ECT and psychotropic drugs. The profession rejects the notion that the Commission would have a role in drawing up protocols for ECT or the prescription of drugs.

The College advocates an evidence-based approach to the use of drugs and ECT in psychiatry. The American Psychiatric Association and the Royal College of Psychiatrists already have evidence-based protocols on the use of ECT which can be referenced by the profession. Individual psychiatrists are answerable for their practice to the Medical Council. There are structures currently in place for ensuring standards of practice; Competence Assurance structures, which will be dealt with by the Medical Council, and Continuing Professional Development and Education, which is being addressed by the Colleges. There is also concern about consultants' clinical independence, which is a contractual matter for consideration by the IHCA and IMO.

Dr Colette Halpin, Chairman of the Irish College of Psychiatrists said today, "we would be seriously concerned about a perception emerging that the Mental Health Commission would have a role in the policing of the practice of the profession. This perception would prove unhelpful as we endeavour to establish positive working relationships with the Commission.

We want to express our support for the Mental Health Commission and the Mental Health Act, however we would want our concerns addressed. We have contacted the Chairperson of the Commission requesting a meeting to discuss and clarify the issues recently raised in the public arena."
